Agents hit Pasar over 'unjust' memorandum

Pasar have cited efficiency of port operations and security of port and plant
site as the main reasons in opting for the issuance of the memorandum.
The PSAA, which is composed of 61 members, is the only government registered
association recognized by the Philippine Ports Authority, Bureau of Customs,
Bureau of Immigration and other state agencies.
At present only Smith Bell and Southern Ship Handlers are the only two shipping
agents being allowed access to the port.
While Smith Bell is a member of PSAA, Southern Ship is not, which PSAA says
"cannot qualify as sub-agents mainly to our members."
The association insists that "there is not one member being banned or
blacklisted among its membership in any government or private port" to restrict
the entry of PSAA agents at the Pasar port.
"No port operations can properly function unless the ship agents represent the
shipowners and allowed easy and free but controlled access to the port," the
PSAA said.
